If you are sure the properties are of the same name. Then you can use a combination of a dictionary and a where:
var dict = ListOfItems
.Where(o => o.GetType().GetProperty(nameof(o.Key))!= null)
.ToDictionary(o => o.Key, o => o.GetType().GetProperty(nameof(o.Value)).GetValue(o));
If the properties have different names, you need to “trick” the compiler a bit:
var dict = ListOfItems
.ToDictionary(type => type.GetProperty(“Key”).GetValue(type)
, type => type.GetProperty(“Value”).GetValue(type));
